The National Planning Policy Framework (NPPF) was published in March 2012 with the aim of helping to achieve sustainable development within the UK. Through the NPPF the construction of new buildings and extensive changes to existing buildings usually requires consent from the local planning authority (LPA) in the form of planning permission.

Planning permission can be subject to planning conditions which need to be discharged/agreed within a given time. Failure to comply with planning conditions can result in a breach of condition notice (BCN), to which there is no right of appeal.
